わかりやすく、ツイキャス（TwitCasting）におけるライブ配信方法を紹介します。
今回はツイキャス（TwitCasting）でPC音（デスクトップ上で流れている音）と
マイク音声を同時に流すやり方を紹介します。
（スマホの場合は専用アプリで配信するので以下の方法は使えません）
ステレオミキサー（ステミキ）の設定を行います。
それと合わせてマイクの設定も解説します。
.ステレオミキサーとは、PC音とマイクの音を
同時に流すことができるサウンドカードの機能です。
サウンドカードとは、PCの音を処理しているパーツです。
ここ２，３年に販売されているＰＣなら標準搭載されています。
このパーツが搭載されているので、PCのスピーカーから音を出したり
マイクの音を入れることができます。
このサウンドカードにステレオミキサーの機能が組み込まれていれば
PC音とマイク音を同時に流すことができます。
搭載されていなければ、素直には使えません。
その場合は、一部の配信ツールを使用するか
サウンドカードを購入してください。
サウンドカードを購入したほうが、PC音とマイク音の音質がよくなるので
余裕がある方は是非購入しましょう。
私は
「X-FiGo! Pro (creative社) 」を使っています。
価格は3000円前後です。音質は確実にクリアになります。

高音質配信をしたいのなら必須です。
本格的に歌を録音したり、楽器の音を綺麗に流したい場合は今一つですが
配信に使うだけでなく、Skypeや音声動画を作る程度であれば申し分ありません。
（本文はこの設定を省略します。標準搭載のステミキについて解説します）
さてそれでは、設定方法を解説します。
まず、マイクについてです。
基本的には、USB接続タイプのマイクはオススメしません。
設定が難しくなるからです。（場合によっては使用できない）
なので、ステレオミニプラグ接続型のマイクを購入してください。
1000円程度のもので構いませんので。
次に、ステレオミキサーの設定です。
デスクトップ右下の白いスピーカーアイコンを右クリックします。
接続しているマイクを右クリックします。
ステレオミキサーと薄く表示されていればステレオミキサーが搭載されています。
ここで表示されない場合はステレオミキサーが搭載されていないので
ＰＣ音とマイク音を同時に流すことができません。
サウンドカードを購入するか、配信ツールおよびソフトを使用してください。
スピーカーから自家どりする方法もありますが、音質が最悪です。
仮想ステミキと呼ばれるものがいくつかありますが
スペックがそれなりに要求されます。
設定するための知識がもともとあれば導入できるかと思いますが
そうではない場合、３～４時間程かかるのでサウンドカードを購入したほうが早く
且つ、高音質で配信ができるので購入を検討してください。
薄く表示されたステレオミキサーにマウスカーソルを合わせ右クリックして
有効をクリックします。
これでステレオミキサーを使うことができるようになりました。
マイクの設定をしていきます。
マイクをダブルクリックしてレベルタブをクリックします。
ここでマイクの音量が変えられます。
ミュートになっている場合があるので
ミュートになっていた場合はクリックして解除してください。
マイクブーストのつまみを上げると
マイクの音量を上げることができますが
同時にノイズの音量も上がってしまうので程々に設定しましょう。
どうしてもマイクの音量が小さい場合のみ上げるようにしたほうが無難です。
続いてスピーカーの設定です。
再生タブをクリックしてスピーカーをダブルクリックします。
レベルタブをクリックします。
ノートＰＣなら
「マイク」
デスクトップPCなら
「Front pink in」か
「Rear pink in」のつまみを最大にして
ミュートを解除します。
（マイクを前に挿しているならFront、PCの裏に接続しているならRear)
ここがミュートになっていることが多いので必ずミュートは解除してください。
以上で初期設定は完了です。
マイク選択でステレオミキサーを選択すると使用できます。
音量の設定は以下の手順で行います。
右下のスピーカーアイコンを右クリックして「音量ミキサーを開く」をクリックします。
ここで音量を調節します。
耳で聞こえている音量と実際に放送で流れる音量に違いがあるので
いつもの通りの音量で放送をすると視聴者の耳が割れますので
徐々に音量を上げて設定してください。
また、自分の放送のタイムシフトを確認して音量のバランスを確認しましょう。
音声は配信にとって一番大事な部分です。
音声＞画質＞放送内容

返信遅れました。ごめんなさい。
Skypeで会議通話をしながら配信をすることは可能です。
ただし場合によっては2人とも（2人以上が）ステミキを使うと誰かの音声がロボットっぽくなったりすることがあります。
その場合はSkypeをかけ直すか、配信者だけがステミキを使用すれば改善されるかと思います。

確認したところ、PCに初期搭載されているステレオミキサーを使って配信をしてみたところ、私は問題がありませんでした。
ですのでツイキャスでステレオミキサーが使えないわけではないようです。

具体的な配信環境がわからないのでお答えできません。
音ズレに関しては別売りのサウンドカードを使ったとしても
機材の性能によりけりですが若干のズレは発生します。
視聴者にはわからない位のズレですが歌う側には違和感を感じることがあります。
とは言え、カラオケは無意識に音を聞いてから
発声することがほとんどではないでしょうか？
個人のリズム感などの才覚に左右されるのではと思います。
そもそもツイキャスは基本的にはカラオケ配信はNGです。
アカペラで楽しみましょう！
その方が歌の巧さを伝えらる気がします。

ただし、私自身が現在スマホを使っていなので最近の機種でもできるのかはわかりません。
確認ができ次第、改めて記事にしていく予定です。
それが前提でのお答えとなりますのでご容赦ください。
正直、未だにスマホの仕組みが理解できていないので
直接、スマホのスピーカーから流れる音声をマイクで拾うという形になると思います。
通話キャスなんて呼び方をする人もいますね。
ようは電話やLINEを起動しながらツイキャスを配信する方法です。
ですが、機種によってマイクの位置や数に違いがあるのと
同時起動するとアプリが落ちてしまうことがあります。
音声もやはりPCの方が綺麗に聞こえるとは思います。
ツイキャスの配信用のアプリを起動し、設定から「ライブ配信の設定の」の「バックグラウンド配信を有効」を有効に設定することを忘れずに。

自分はノートPCを使っていますがステレオミキサーを使う時マイクは外部からのでないと使えないのでしょうか？
自分のノートPCはマイク内蔵型なのですがマイクが音を拾ってくれずハウリング音がしてしまいました

ですがいざキャスをはじめようとするとツイキャスは音をひろってくれません。
この前はできたのですが内臓スピーカー？使ってＢＧＭをつけながらキャスをしたくていじっていたらキャスが音を拾ってくれなくなりました
きっとどこかえおいじってしまったからだからだと思うのですが
